Application of Police Clearance made outside HK

Is it possible that the HK immigration allow me to enter HK as a tourist just to apply my Police Clearance personally? Ive been working there, and now i am applying for Canada but the Canadian Visa Office here in Manila requesting me to submit my Police clearance from HK. And how long it will take before they release the result coz the canadian visa office gave me 1 month to submit it to their office.

The whole process takes about one month. And be note that the "Certificate of No Criminal Conviction" together with the police record will be sent directly to the Consulate General and/or immigration office specified on the application.
BTW, you can enter HK as a tourist for this, providing your ticket for leaving. The Certificate of No Criminal Conviction Office is located at 14/F, Arsenal House, Police Headquarters, 1 Arsenal Street, Wan Chai, Hong Kong. The office is open from 9am to 5:15pm from Monday to Friday.
