My friends and i are planning a trip to taipei 17 to 20 Sept, is it typhoon period?

Will we be wasting our trip and get stuck in the hotel if we go during that period? Or will it be find, with just slight and manageable rain?

Yes, it is the typhoon season during that period and there is a lot of rainfall. But you can still do your trip during that time. It won't affect much about your trip if you prepare well. Anyway, better pay close attention to the weather forecast before travelling there.
