How Do I travel from Shanghai Hongqiao airport to Pudong Airport?

How much will it cost? What is the frequency of the bus shuttle? Is there any for luggages at the bottom of the shuttle? Or do I have to bring it up with me onto the bus with me?

You can take the airport shuttle bus line 1 from Hongqiao airport to Pudong airport. The bus ticket fare is CNY30/person and the interval is about 15 - 25 minutes. Well, do not worry about the luggages issue. Your luggages checked-in on the flight can be take on the shuttle bus even with a large size.
