Your PRC marriage certificate need to be notarized in a licensed notary public in Singapore, then change your status of marriage on the household registration at related department.

If you want your marriage certificate recognized by Singapore government, you should make it first translated into English version, notarized by a Notary Public Office in China, then authenticated by an authorized office of Foreign Affairs Ministry of PRC and authenticated by Singapore embassy/consulate in China.

No, the embassy does not notarize the marriage book issued in mainland China. You have to follow Ms. Olivetree's advice.
