My sister's tourist visa was denied in Cebu but need to get work visa now in cebu, is it possible?

I invited my sister to take a vacation here in china,but she was denied in cebu and luckily manila gave her a tourist visa.And fortunately my former boss wants her to work in his company.can she still apply for the working visa in cebu even cebu office denied her last two months ago?
