How can I apply Chinese visa without ITR?

I'm a Filipino citizen and working in an embassy in Manila. We don't have ITR because we are exempted from withholding tax. How can I apply for a visa

If it is the first time for you to apply China visa, you can submit the required documents for first time applicants without ITR, the employment certificate from the embassy where you work is very helpful for your application, without ITR, you can still get a visa.
