Applying for Z visa to China

Is it a rule to apply for Z type in a home country? Conditioning that I collected all documents, can I apply for Z type visa in Macau or Hong Kong? Or should I go back and apply to Chinese consulate in my own coutry? I am Kazakhstani citizen.
