i just want to know that is the weather suitable there to come like last week of feb or first week of march..please reply

I think it is still cold in end of Feburary, I think it is warm enough till April. Then I would suggest the first week of March. Wear thin woolen sweather and a jacket. In Beijing, or the cities further north, need to bring winter clothes.
