I am a Filipino living in Japan,Do I need a visa to stay in HongKong for 18 days?

Yes, you need a visa to Hong Kong for 18 days stay. But there is another option if you really don't want to apply for Hong Kong. Philippines passport holders are exempt from a visa to Hong Kong for 14 days, you can first stay in HK for 14 days, then go to Macau, return to HK for another 4 days stay without a visa.
