You can find cross-border coach at Hk airport which can take you to Shenzhen Directly.
As to budget hotel, you may consider about Motel 168 of Hongling Road, Shenzhen, Home Inn (Dongmen Pedestrian Street), Shenzhen, or JinJiang Inn Hotel.
