Trai to Tibet

Hello
We are a scandinavian couple who like to travel to Tibet with train from Lanzhou the 12th of july and return to Kunming the 15th of july by plane. Two questions:
1) Can you arrange this tour
2) We have been informed that Tibet has closed for visitors from 25 of june until 25 of july?
