Proof of no criminal record

How can I get this "Proof of no criminal record abroad recognized by Chinese embassies or consulate offices" from the USA? Is there any clear process on this?

The proof of no criminal record should first be notarized by a local Notary Public or by the County Clerk. Chinese embassy and consulate only authenticates documents which have already been authenticated by Secretaries of the your States.
