Chengde - new retail and hotel complex?

We've just read in the new LP China guide that a new retail and hotel complex was under construction in Chengde, just south of the Mountain Villa Hotel. Any idea whether this complex is ready now? Does the complex indeed hosts a new hotel?

In fact we are looking for a nice hotel in Chengde, but it seems that the choice is limited. Except for the Mountain Villa hotel which has mixed reviews, there are not that many English reviews on hotels in Chengde. For the moment we would opt for the Chengde hotel, mainly for its location. Any input is welcome ...
