now my wife is china with f-visa,if she want apply for z-visa , should she com back to iran?

I am iranian and have z-visa and my wife has f-visa, now we are in china, when my wife f-visa was finished and if she stay with me as accompany members for one year, should she apply z-visa as accompanying members and come back to iran and enter to china with z-visa? best regards asghar
