01 where should I stay so that I may easily cover North railway station , wulin square and famous west lake?
02 Which district ( part ) of the city is the central part?
03. Which district is the main business and entertainment district ( part )?

I suggest you stay in a hotel near Wulin Sqaure where is convenient to go around to the other places.
The central part is the area between Wulin Sqaure and Wushan Square. The central part is the main business and entertainment area of that city.
