Can Filipinos travel alone to Hainan without a China Visa?

Hi! I am from the Philippines and a friend of mine in Hainan is inviting me to visit him in Hainan for 2 weeks, at his expense. He says I don't need a Visa to go there, but I am concerned that I may need to go there as part of a tour group and not by myself. What do you suggest?

Yes, you don't need a visa to Hainan for less than 21 days stay if you join a tour organised by International Travel Agencies that have been set up and registered in Hainan Province. You need a visa to Hainan if you travel lonely. Without a valid China visa on your passport, you will be refused to board the plane. Now, please apply for a tourist visa in Philippines.
