I'm a Philippine, working in Qatar, Can I apply for China visa in Doha?

I am a Filipina working here in Qatar who is having a vacation on August 2011 in the Philippines but planning to visit China also during the said vacation. Is it possible if I would avail and process the said Tourist Visa here in Doha even if I am coming from Manila, Philippines going to China?
