You are not eligible to apply visa on arrival at Shanghai Pudong Airport or Shanghai Hongqiao Airport. Only aliens who are invited by Chinese government or large state-owned company or other large company at the last minute can apply for visa on arrival, they have the letter or telegram from authorized chinese government unit, which writes that they can get visa on arrival at the airport.
