I know there is restriction in March but don't hear the same in June or July. You'd better make comfirmation about it agian. You can not enter Tibet by your own without an arranged tour and your travel permit should also be handled by a travel agent. So, they will be clear about the restriction. I just know that it is not allowed to enter in March.
