About:China Customs Declaration

There's been a lot of reporting that people who bring an iPad2 to China may be subject to tax. Is there a government website that states the policy? Mine has been in use but I'm concerned the law is being equivocally applied by customs officials in China. I'm a tourist.

It's said that if the Ipad you take has been used and unpackaged, no need to pay any tax for that.
