What type of pen should i purchase for my boss signed a legal document?

Thank you for your advise. I have another question: My boss signed a legal document for China License in Ballpoint pen, our China office says this is unacceptable. He needs to use a water pen- signature pen. What type of pen should i purchase for this? I am unfamiliar with this type of pen. I look forward to your response.
