About:Embassy & Consulates of Spain in China

can my girlfriend apply for a shengen visa on line or in the post?

i have a girlfriend who wants to stay with me as a tourist iin my house in malaga,can she apply for a shengen visa on line or in the post?were can she get the application forms from?the embassy number never answers,wat does she need to do this asap please,wat costs are involved?thanks
