Tasmania is under the consular jurisdiction of China consulate in Melbourne, you need to submit visa application to CVASC in Melbourne because the consulate only accepts China visa application from diplomatic/service/official passport holders.

Address of CVASC :PART Ground Floor, 570 ST Kilda Rd., Melbourne, VIC 3004, Australia
