You have to go to China in person to get the police clearance, go to the local police station which covers the jurisdiction of your residence to get the police station, then go to a local Notary Office to transit it into English version, both versions should be notarized by the Notary Office, then authenticated by Foreign Affairs Office and Philippines embassy/consulate in China
