You can try to apply for a Chinese visa from China embassy in San Jose, Costa Rica, but I can't sure you will get it. It is very hard to give an assuring answer for visa application in a third country, generally speaking, applicants are advisable to apply for China visa in their own country if they don't work or reside in the country.
