Is any money changer accept Singapore dollar to RMB?
What is the changing rate right now?

Of course, you could change Singapore dollar to RMB at any exchange center. Generally, it is suggested that you exchange money at Bank of China, which will obey the current exchange rate.
The rate of today is 5.1615.
