About:Chinese Embassy in Nepal

I am coming to Nepal on Sep 1. And would like to apply for a chinese visa on Sep 2 to go to Kailash mountain (to enter Tibbet). Please tell me the legal holidays for 2011. Is Chinese embassy in Nepal open on Sep 2 for visa purpose?
