What kind of heating do they have in homes and schools ? Is energy (coal, wood, oil, gas, electricity) expensive ? Is the supply reliable ? Do the water pipes freeze in winter ? Are there many insect diseases to be concerned about ie: malaria ?
What is the cost of transportation ? Are trains out of the city fast and cheap ?
Can I expect to be able to buy a car; get a licence; get insurance ?
Many thanks from another frozen place.

No need to worry too much. The water heating-system will be good at private apartment and schools. Some places may use air-condition. As for the water pipes, of course it will not be freeze. The city is saft and developing where you could enjoy the life. However, it is not suggested that you purchase a private due to the complicated procedure and high price. Finally, you may join in some expat groups to know more about this city.
