1. the possibility of hiring a car in Yan'an: place to hire, price, etc
2. how to book a hotel in the city with instant confirmation.

Do you mean to hire a cab in downtown area? If so, it is quite easy and cheap. For a long-journey, you have to consult the price with the driver. As for hotel, I think you could book one upon arrival during off-season.
