you can go to the Consulate of China in Sydney to hand in the form and document. For HKSAR passport renewal overseas, you should go to the website of Immigration Department and download a form ID843. Complete the form, and prepare all required document, and also the payment. They will send the application back to Hong Kong. Applying for a passport in HK will take around 10 days, please prepare double time for the case of overseas application.
