iranian passport holder can apply for Macau visa on arrival, but the flight ticket exiting Macau or to the next destination are required. Sometimes, the hotel booking and financial certificate are also required.

Macao visa fee is about MOP$100, 30 days validity. And it can be extended on application to the Immigration Department. Financial certificate is proof that you have enough money to cover your expense in Macao without working.
