You can apply for authentication of marriage certificate at local Foreign Affairs Office, then go to Singapore embassy/consulate in China to apply for authentication, the Chinese version should be first translated into English Version at a local Notary Public, then both versions should be authenticated. Then the marriage certificate is acceptable to the immigration authority in Singapore.

Thank you Mrs Betty, just to clarify, if the province that I going to register my marriage does not have the Singapore embassy/consulate (in this case Hubei province), does that mean I need to travel specifically to the Singapore embassy in Beijing to authenticate the marriage cert?
