About:China Student Visa

hi there! my boyfriend is now in Shanghai for vacation. He only got a 10days tourist visa and arrived in Shanghai on February 1. The problem now here are as follows, please help:
1. He wasn't able to get Temporary Residence Permit from the issuing office of the nearest police station. As they were closed for holiday. Will he still get fined 50rmb-500rmb?
2. He plans to enroll in a University here in Shanghai, preferably TEFL. Can this be possible because the University opens on February 10th? Can he get 6 months Student visa?
3. Can he able to extend his L visa here until he got his enrollment done in the University to another 10 or more days?

Please advise what is the perfect plan for him to do?

Don't worry, he can leave China within 10 days before his visa expires. Residence permit is only issued to longer term stayers, such as those who study and work in China. If he want to study in China, he needs documents from his university, such as the admission letter and Form 201/202. And to change visa types is possible within China but it costs many. If possible, he needs to back for Student visa application. Generally, L visa can be extended twice in China, but differs case to case. Good luck.
