What about other China Travel services in Hong Kong? Are these closed as well or not? I was planning to go to HK on 1 february and make the chinese visa there.

The visa office of PRC in HK SAR is closed during all of the Chinese festivals. I'm afraid you are not able to get the visa before the Chinese Spring festival if you apply it on Feb. 1.
