i wanted to ask,if a person from Estonia ,travels to China for 16 hours only,to she/he needs a visa for that,and how fast to they get it,and how much it costs?Thank you.

yes, she needs a Chinese Visa(https://www.travelchinaguide.com/embassy/visa.htm) it normally takes 4 working days, if she applies for rush service, she can get visa on the same day of application, it costs EUR 33 for single entry visa for regular service.
