About:Chinese Consulate in Melbourne

For a bearer of Indonesian passport travelling to Europe but the flight scheduled to stop in Shanghai for 4 hours, would a transit visa be required even though the person remains inside the airport? If yes, can the passenger apply at Shanghai airport?
If the visa must be obtained prior to leaving Australia, how long will it take to process and how much will that cost?

if he hold a through ticket and have booked seats on international airliners flying directly through China, he is not required a transit visa for less than 24 hours' stopover without leaving the airport.
