If you want to apply for China visa(https://www.travelchinaguide.com/embassy/visa.htm) from China consulate in Melbourne, you have to submit visa application to Chinese Visa Application Service Center in Melbourne (CVASC) rather than consulate in Melbourne, please read the above information on this page. If you can't hand in the application in person, you can entrust someone else to do it, you can't collect your visa on the day of application. For rush service, application should be submitted before 12:00 noon and visa is ready for collection on the second working day (after 11:00A.M.).
