About:China Visa Fees

I have found a company in Shanghai that tell you they can change your L visa to a Z visa without you having a company to work for. Does anyone know if they can do this, or are they only after your money?

They also say you can change your visa in Hong kong if you are european or american?

Advice needed thanks!!
