It is said that the taxi fare of Shanghai is the highest in China. Truely?

Not sure price difference but compared with US, Europe or Australia, taxi fare in Shanghai are cheap... fare starts at RMB11.00 during the day (RMB14.00 at night) when I was there last year. Most places in the town could be reached within RMB20.00.
