How to dial Mcdonalds delivery in Beijing using Skype?

At the moment I don't have a cellphone here and I'm wondering how to dial Mcdonalds delivery in Beijing using Skype, anyone know? I tend to get a message saying there are too many numbers dialed.

I'm in the Haidian district of Beijing, Zhongguancun. I just tried the *010 and I can't get through either, it says call failed. the McDonalds delivery number is 4008-517-517
