you can apply for a new Chinese passport at Chinese embassy in Singapore. The requirements are as follows:
1. Your old passport (expires soon/less than 3 blank visa pages left)and its copy;
2. A complete filled Application Form for Chinese Passport;
3. 2 passport-sized colored photo;
4. Singapore residence permit and its copy;
You may asked to provide other documents if the embassy deems necessary. The general processing time is one month.
