When will organised the Ice and snow festival? Please advise details information

Generally, the venues for the ice and snow festival will be close to prepare the culptures since early December and open for tourist at 20 or 25th, December. During this period, there are small ice and snow sculpture making on the streets in downtown area. So, I suggest you go by the end of December.
