About:Chinese Embassy in Philippines

good evening.
i ask about Philippines license . I'm live in cagayan de oro city ,i have china drive license and Philippines ACR id , before i go to LTO they tell me let me get the china drive license translations, then i call the embassy in Manila always busy cant calling, if let another person go Manila embassy get my drive license translations okay ?

the my mean is I want make Philippines driving license , the LTO（Land Transportation Offic）they tell me let me go to china embassy get (Chinese driving license translations papers ), is that papers go to Cebu embassy can do ? in cagayan de oro city and Cebu is very so near . Ｉ
