Is shanghai cheap compared to hong kong at this time. What currency is used in shanghai

What do you mean by cheap? Hotel, flight or others? If so, I think Shanghai is much cheaper than Hong Kong. As for shopping, Hong Kong should be the better choice.

In Shanghai, you should use RMB (namely CNY).
