Chow (Zhou) held the the system of enfeoffment. Among those vassle states in late Chow Dynaty(There are hundreds of small vassle states during the Spring and Autumn Periiod and become 7 major ones in Waring State Perios and Qin is one of them), Qin was getting stronger and had the power to conquered other six.
