Hi, actually this temple isn't invented by somebody, worship the heaven is a tradition of Chinese Feudalism Society. When the Ming Dynasty was founded and Emeperor Chengzu decided to make Beijing the capital replacing Nanjing, he ordered to build the forbidden city as well as many sites in the city including Temple of Heaven. This place has been resonstructed for several times in later years by the emperors.1
