There is no direct transport from Chengde to Hong Kong, as you want to buy some clothes at wholesale price, I suggest you to take train to Beijing and then take train to Guangzhou, you can buy clothes at the wholesale markets near Guangzhou Railway Station. After that, you can take direct train to Hong KOng.
