I will be flying into Beijing from Urumuqi on Air China Airbus 321 and taking Air China Boeing 767-300 back to Singapore on the same day.  Do I need to collect my baggage to transfer or not?

Yes, you should collect your baggage and re-check in. After collect your baggage, please follow the directions to the Transit Area, not arrival hall. All of the course could be finished in the transit area, very easy and quickly.
