Take MRT to Serangoon MRT Station and then walk to Serangoon Bus Interchange to take bus 317. You will get to Church of St.Francis Xavier.

Are you sue the temple name is Sam Seng Temple?
I did not find any information about it.

Do you refer to Ruins of St. Paul? If yes, you may take bus line 21A to Kam Pek Man U Chong Sam Station. Afterwards, walk northeast for about 300 yards, and you will see it. For you return trip, you can catch bus line 21A from Avenida de Almeida Ribeiro Station.:)
