I am currently in China on a 3 month tourist visa. Could i get a 12 month tourist visa in England through a third party, and then have it posted back to me here in China??

yes, you can do so, plese mail all required documents for multiple-entry tourist visa valid for 12 months to someone in England, such as your passport, one filled visa application form, one passport photo, then he can apply for the China visa on your behalf, then mail it to you.
